Candidate for the President of the Republic of Uzbekistan

at the 11th Congress of the Adolat SDP

 

Dear Congress delegates and participants!

Let me introduce the draft of my election program as a candidate for the President.

The program consists of ten directions. It includes the rule of law, social justice, the establishment of civil society, economics, education and science, healthcare, ecology, family strengthening, building a highly spiritual community, and peace-loving foreign policy.

About one-fifth of it corresponds to the first direction, which I would like to mention now. It constitutes the main idea of the “Adolat” Party.

 

FIRST DIRECTION

BUILDING THE CONSTITUTIONAL STATE IS OUR ULTIMATE GOAL

 

For the first time, the rule that the Republic of Uzbekistan is a legal state was expressed in the Constitution approved by our people.

It is necessary to take consistent and comprehensive measures to fully implement these ideas and norms strengthened in our Constitution, to ensure the priority of law and justice, human rights and interests, and human dignity in society.

Norms on human rights guarantees have been increased three and a half times in our Basic Law. Ensuring the rule of law in all areas should be our top priority.

After all, peace and tranquility reign, stable and sustainable development is ensured, people’s confidence in the state policy and the future increases, and citizens’ sense of belonging to the fate of the Motherland increases in a society where the rule of law prevails.

In this regard, we will strive to turn the principle The rule of law is an important condition for building a just society! into an essential rule of activity for every member of society, especially officials.

Our highest value is man, his rights, and his freedoms!

Ensuring human rights and freedoms and respecting the dignity of every person is an integral feature of a free and fair society.

For the reliable protection of human rights and freedoms, we are supporters of the courts to be a bastion of justice!

In this regard, first of all, to ensure the independence of the courts, we propose to cancel the practice of providing information to the Councils of People’s Deputies by judges.

We will focus on increasing the number of judges and further expanding their specialization, including creating a specialized corps of judges on disputes related to family, labor, intellectual property, and the protection of minors’ rights.

Living in accordance with the law must become our way of life. For this, we must first ensure the supremacy of the Constitution and laws.

In this regard, our Constitution provides advanced legal mechanisms, and every employee entering the public service should be tested on the knowledge of the Constitution.

At the same time, we need to fundamentally change the stereotype of “running away” from the courts and law enforcement agencies.

We must create such a culture that no person who witnesses a crime should not ignore it, but should understand that it is an honorable civic duty to report it to the law enforcement agency.

For this purpose, we suggest using modern digital technologies widely and encouraging them instead of bothering to call the person who witnessed the offense to the courts and investigative bodies.

At the same time, we believe that it is necessary to change the working methods of courts and law enforcement agencies, in particular, to eliminate some of the old approaches that are still preserved in their activities, to be more precise, to move from the idea of punishment to the ideas of justice, equality, and freedom.

It is known that the place and role of the advocacy institute in ensuring and adequately protecting human rights is incomparable. Therefore, it is necessary to review the rights granted to lawyers in providing justice and give them additional powers to perform their professional duties effectively.

Further steps should be taken toward the development of the advocacy institute, the role of the judge in the court process should be gradually reduced, and emphasis should be placed mainly on the evaluation of the evidence presented by the parties.

We are following the path of the broader implementation of modern information and communication technologies in advocacy activities. In particular, we will take measures to improve further the electronic exchange of information between the legal profession, courts, law enforcement, and other state bodies.

We must continue to fight together with our people for a corruption-free society. Our goal is to eliminate corruption in all areas of public administration, including the judiciary and law enforcement agencies, education and healthcare, construction, and other areas.

We will take measures to create an atmosphere and culture of intolerant attitude against corruption among the population, especially among the youth, instill the policy of Clean handsin the activities of state bodies and officials, and ensure the rule of law.

We support introducing a system in which the head of the executive authority, a government member, is personally responsible for the efficient and targeted use of the funds allocated to the area under his leadership.

Recognizing that the fight against corruption is not only the task of state bodies and law enforcement structures, but also the duty of the entire society, we will develop systemic measures aimed at forming a culture of absolute intolerance towards corruption in society and organize practical outreach work to convey it to the general public.

Our main slogan – We choose a fair future!

We are in favor of opening new opportunities to ensure human rights.

We consider it essential to implement the following measures to develop parliamentarism and parliamentary democracy further:

  • achieving adoption of all regulations imposing additional costs on business entities only through laws;
  • adoption of laws by directly working mechanisms, reduction of statutory documents, and strengthening control of parliamentary committees on their compliance with laws;

- not to interfere in the work of business entities in the activities of the parliament, to demand issues related to them from the executive bodies;

- it is necessary to introduce a procedure that stipulates that deputies must spend half of their working time with their constituents so that they work together with the population;

- prohibiting the chairman and deputy chairman of the committees from being from the same party.

The role of local Councils of People’s Deputies can be increased by strengthening parliamentary control over local executive authorities.

In this direction, to maintain administrative discipline in the state, people’s deputies should have the right to express no confidence in governors, deputies of regional, district, and city councils.

We are in favor of a complete review and improvement of the legislative documents regulating the activities of local state authorities.

We will promote initiatives to optimize the number of states financed from these funds to ensure local budget funds' practical and rational use.

We will develop the draft law “On State Compensation”, which reflects the state compensation procedures for damages caused by illegal decisions, actions, or inaction of state administrative bodies or their officials.

We are in favor of ensuring openness and transparency in public administration and introducing modern and effective methods of expanding citizen participation in it.

In this regard, it is essential to strengthen public control to follow the principles of law and humanity in all aspects of building a just society and a legal state.

We believe it is essential to increase the penalties for regular violations of the traffic rules, including the deprivation of the right to drive lifelong.

As is known, the principle of proportionality of the measures of legal influence applied by the state bodies to the person and that it should be sufficient to achieve the goals stipulated by the laws was established as an important rule in the 20th Article of our Constitution.

This or that offense should be prevented not by increasing the amount of a fine or other punishment, but by achieving the intended purpose of the punishment and by solving it fairly.

Also, fines should be determined depending on the social danger of the offense.

Our Constitution stipulates that no one can be detained for more than 48 hours without a court order, and the rule that restrictions on freedom are allowed only based on a court order has been strengthened.

For the first time, the right of the accused not to testify against himself, that is, to “remain silent”, was explicitly defined. The status of lawyers was increased, and it was noted that they have the same powers as investigators and prosecutors.

We will consistently apply these progressive norms in our Basic Law to our lives. For this purpose, we will pay primary attention to improving the personnel capacity of the judiciary.

In this direction, first of all, we will increase the knowledge and skills of investigators, prosecutors, judges, and lawyers and improve the legal culture of the population.

THE SECOND DIRECTION

WE WILL SOLVE SOCIAL JUSTICE

 

Achieving social justice in all areas is essential to us.

We support the principle of social justice of traditional social democracy and a firm welfare state policy that ensures the implementation of large-scale programs.

We support the priority of labor law and the complete protection of employees’ rights. We will pay special attention to ensuring the employment of the population, creating new jobs, and increasing the population’s real income.

According to our Constitution, everyone has the right to own housing. To ensure this constitutional provision, we seek additional opportunities for citizens who cannot afford housing with their income.

We will create excellent conditions for hired and seasonal workers working in our country. We will take measures to ensure that their work is appreciated and protected, that they receive a salary commensurate with their work, and that they join their seniority and receive a decent pension in the future.

Article 46 of our Constitution stipulates explicitly that the amounts of pensions, allowances, and other types of social assistance cannot be less than the officially defined minimum consumption costs. We will take all necessary measures to implement this humane norm fully.

The issue of providing the population with clean drinking water is always at the center of our attention. In this regard, we will take measures to increase the volume of investments in the sector dramatically.

We believe it is necessary to develop the Social State – 2030 program for the social protection of citizens and support business entities in this direction.

 

THIRD DIRECTION

WE WILL ENSURE THE STABLE GROWTH OF OUR NATIONAL ECONOMY

 

Our primary task is to develop legal mechanisms that ensure a fair distribution of the gross domestic product resulting from the state’s economic activity.

We are in favor of ensuring the same economic growth between regions, developing districts, and cities simultaneously.

We believe that state involvement in the economy should be reduced and that there should only be state management through taxes, permitting procedures, standards, and other non-interventionist methods. The more bureaucracy and interference, the more misappropriation there is.

The issue of subsidies, which worries many of our citizens, is under the party’s attention. We will improve the grant system and strengthen public control over their intended use. The subsidy must be returned to the state if used without purpose.

We are in favor of preserving public property in social facilities and the essential strategic facilities, but the private sector should also be developed, giving citizens a choice. Only then will we ensure social justice.

It is no coincidence that Article 67 of our Constitution stipulates that monopolistic activities shall be regulated and limited by law.

We are in favor of improving customs and tax incentives and giving incentives to specific sectors.

We will turn the contract between the customer and the supplier into a real legal instrument and end the authorities’ intervention in this process. We will give priority to resolving any dispute with a court decision.

We will have strict state control over product quality, introduce clear standards, and apply increased penalties for actions aimed at producing low-quality products and artificially raising prices.

Protecting intellectual property objects, strengthening state and public control over copyright infringement cases, supporting and encouraging inventions will also be among our tasks aimed at economic development.

We will improve the activities of management companies in housing and communal services.

We believe that the organization of agricultural production on a scientific basis, ensuring the mutual harmony of science and practice, will give positive results shortly in realizing the great potential of Uzbekistan in the agricultural sector, in innovative development of the rural economy, and in solving the problems of poverty.

Today risks such as sudden changes in weather, water shortage, and land salinization are increasing in the agricultural sector. This is becoming one of the biggest problems of entrepreneurs and individuals working in agriculture.

Therefore, we are in favor of expanding the scope of state support in agriculture and implementing new insurance mechanisms. In this regard, we propose to improve the legal basis of the insurance system in agriculture, including the development and adoption of the law “On insurance of agricultural risks”.

When lending to entrepreneurs, we will take measures to end the practice of holding them accountable for their misuse if the interest rates are not at a commercial rate, that is, preferential.

We support the development of the industry!

Industry cannot exist without electricity. For this, we will take measures to use not only nuclear energy, but also alternative sources of electricity.

Our party has been promoting alternative energy sources and resource-efficient technologies for years. In our opinion, this process should be encouraged. If necessary, alternative energy sources should be preferentially provided at the state’s expense to the low-income segment of the population.

We pay primary attention to improving the road infrastructure, which is the basis of industrial production and the national economy, and repairing existing roads.

We will strengthen public control over the quality of activities performed in road construction. In this field, it is necessary to widely use the achievements of our scientific research to encourage our scientists.

We will take comprehensive measures to modernize the economy taking into account human interests. In particular, we propose to develop the “Concept of ensuring employment of the population in the digital economy – 2030” program.

Considering the importance of small industrial zones, economic and industrial clusters in increasing the country’s industrial potential and consistent development of regions, we will further strengthen this sector's organizational and legal foundations. Adopting the law “On small industrial zones” is particularly important.

We support the implementation of a fair and effective tax and budget policy.

We are also in favor of introducing progressive taxes on the income of individuals to establish social equality.

We will implement the necessary measures to ensure the transparency of state budget revenues and expenses and digitize all processes.

 

FOURTH DIRECTION

SUSTAINABLE DEVELOPMENT OF SCIENCE, INNOVATION, AND EDUCATION IS THE GUARANTEE OF OUR DEVELOPMENT

 

By developing science and innovation, we will ensure the integral connection of science education production systems.

We will take measures to increase the importance of education, science, and innovation in building a just society and a legal state.

We support, encourage and create necessary conditions for not only scientists, but also inventions and inventors. We will also take measures to increase the number of specialists, such as engineers, technologists, agronomists, and mechanists, who are the real engine of the economy, as well as increase their qualifications and retrain them.

We will further strengthen the state’s economic power by consistently implementing the positive results of scientific research in areas such as medicine and healthcare, agriculture, food security and water issues, energy, alternative energy sources, ecology, and environmental protection in our country.

Unfortunately, the level of commercialization of scientific and innovative developments in the real sector of the economy and cooperation between science, education, and industry remains relatively low.

Therefore, we will speed up innovative development in our country, wide application of innovations and technologies in all sectors of the economy, and development of human capital, science, and innovation.

Quality education is the guarantee of a happy and prosperous future!

Nowadays, to achieve the status of a developed country, it is essential to increase the population’s knowledge level and form their worldview at the required level.

Therefore, investing in education is essential in ensuring people's well-being and the state's competitiveness.

We believe that measures should be taken to reduce existing queues in these organizations by expanding the coverage of children to preschool education organizations.

We need to strengthen public control in kindergartens. Especially considering the crucial importance of preschool and school education for the country’s future, we will organize staff recruitment for all kindergartens and schools on an open, transparent, and competitive basis.

Article 52 of the renewed Constitution stipulates that the state should protect the honor and dignity of teachers and take care of their social and material well-being and professional growth.

For us, the teacher's reputation is, first of all, the nation's reputation, the whole people. Therefore, we will take organizational measures to increase the reputation of pedagogic staff and their role in society by setting a high status.

For this purpose, we consider the speedy adoption of the law on the teachers status as a priority issue.

Based on the experience of advanced countries in education and our national values, we will improve the education standards in schools.

We support consistent reform of school education based on international education programs.

We will take measures to expand access to higher education for everyone, regardless of their social status. We guarantee that talented young people who live in villages far from the center, study with excellent grades, are left without parental care, and have low incomes, will receive higher education at the state’s expense.

Also, starting in 2025, we will take measures to introduce the procedure of obtaining a national or international certificate of English language proficiency to enter the bachelor’s program.

This will allow students to join world education and science without barriers.

 

FIFTH DIRECTION

THE HEALTH OF THE POPULATION IS A HUGE WEALTH AND A GUARANTEE OF SUSTAINABLE DEVELOPMENT OF THE SOCIETY

 

We are committed to providing guaranteed medical services to the population and continuing to implement modern technology and treatment methods widely.

We will further reform the medical field based on the experience of the world’s most advanced healthcare systems (Taiwan, South Korea, Japan, France, Denmark, Israel, Germany, India, etc.).

In particular, we are in favor of expanding the comprehensive introduction of modern information and communication technologies in medicine by developing the legal basis for the formation of the “smart medicine” system.

At the same time, we believe that special attention should be paid to the issues of further improvement of the project “Health Code of the Republic of Uzbekistan” in accordance with the principle of the welfare state, respecting human rights in the field of healthcare, ensuring that all segments of the population enjoy medical treatment.

In particular, we will take practical measures to transfer non-governmental medical organizations from commercial to non-commercial organizations. We support that medicine should not become a source of income.

We will define the status of medical workers by law. We will further improve our legislation to strengthen their social protection and prevent various pressures on them.

We propose to revise the centralized training system in medicine to organize training in specialized centers and regions.

We will also pay special attention to the issue of reproductive health, prevention of oncology, tuberculosis, diabetes, and treatment at the state’s expense.

We pay special attention to motherhood and childhood protection. We will improve the prevention of maternal and child deaths and congenital disabilities.

We will focus on promoting a healthy lifestyle among the population, especially youth, and developing physical education and sports as primary tasks.

Creating the conditions for playing sports in each community’s territory is essential.

We support improving the list of medical services and medicines provided at the state’s expense, the development of social pharmacies, and the state's expansion of treating severe diseases.

We are all concerned that the push for patients to buy excessive amounts of drugs due to collusion between pharmaceuticals and medical professionals has reached its peak.

Unfortunately, Uzbekistan has become one of the world leaders in the consumption of antibiotics. Pharmaceutical organizations openly sponsor many activities in medical institutions. It’s time to put an end to this. The nation’s health and gene pool depend on these issues.

Such relations in the field of medicine should be evaluated as direct corruption. Illegal communication between doctors and pharmacists should be prohibited entirely, punishment for such communication and gifts should be inevitable, and new drugs and treatment methods should be explained only by the ministry. A particular procedure for public procurement in medicine should be established.

By doing so, we believe that further improving the system of the unified electronic database of drugs will prevent the illegal circulation of drugs, secret agreements between pharmaceutical and medical personnel, and unjustified increases in the price of medicines.

Another of our priority goals in the health sector is to raise the quality of medical services in the village and the education system to a new level.

 

SIXTH DIRECTION

CIVIL SOCIETY IS THE BASIS OF DEMOCRATIC DEVELOPMENT

 

The task of ensuring social stability in Uzbekistan requires coordination of the efforts of state, government, business, and civil society institutions - public associations, political parties, mass media, and self-governing bodies of citizens.

We are in favor of examining social development programs with the participation of the general public and, first of all, taking measures to strengthen public control at the level of districts and cities.

At the same time, we support civic initiatives of social importance, create more favorable conditions for the activities of non-governmental, non-profit organizations and strengthen sponsorship activities.

The active participation of non-governmental organizations in solving problems in healthcare, education, and environmental protection problems will be at the center of our constant attention.

We support the development of the system of self-governing bodies, including mahallas (neighborhoods), for the development of civil society, spiritual growth, and material well-being of the population.

We are in favor of transferring several powers of the state governance to mahallas. In this regard, we will further improve the legal basis of the neighborhood system.

One of our important tasks is to expand further the necessary conditions for the mass media's independence and freedom and journalists' free activity.

Issues of increasing the media’s activity in ensuring the openness and transparency of the ongoing socio-political and economic reforms, strengthening public and parliamentary control over the actions of state authorities and management bodies, and strengthening its role in ensuring consistent communication between the authorities and the public, updating its material and technical base, its technological modernization, increasing the prestige of the journalist profession, materially and morally stimulating the work of industry employees will be in our constant attention.

It is known that Uzbekistan was declared a secular state in the Constitution. We will follow the path of full realization of this constitutional principle in practice.

It should be noted that representatives of different nationalities, peoples, cultures, and religions have been living peacefully on our ancient and generous land for many centuries. During the years of independence, important legal documents aimed at ensuring the cultural and religious identity of all citizens and the preservation and development of various cultures and languages were adopted in our country. A unique model has been created to maintain inter-ethnic harmony and religious tolerance.

We will continue to emphasize strengthening inter-ethnic harmony and religious tolerance. Our goal is to jointly preserve and develop the diversity of different nationalities and peoples who have lived in our country for centuries.

After all, strengthening peace and stability, stable development, and successful implementation of political, socio-economic, and humanitarian reforms is essential in increasing our country's prestige in the international arena.

The Constitution of the Republic of Uzbekistan includes a separate chapter dedicated to civil society institutions. At the same time, in our current legislation, the legal documents regulating the activities of civil society institutions are distinct and scattered, and one of the essential tasks is to improve the current norms based on the new constitutional provisions and to strengthen further the guarantees of the activities of civil society institutions.

From this point of view, we will pay special attention to the issues of improving the legal documents regulating relations in the field of civil society institutions, further strengthening the guarantees of the activities of civil society institutions, supporting them by the state, and improving the legal mechanisms for the development of mutually beneficial cooperation between state and civil society institutions.

 

SEVENTH DIRECTION

ECOLOGY: WE WILL PROTECT THE WORLD AROUND US!

 

When solving environmental problems, we will focus our efforts primarily on the economic aspects of these problems. It will not be correct to impose all environmental problems and related issues of protection of citizens’ health only on the state budget. We are supporters of the principle that “Polluters should pay for the environmental damage they caused”.

In implementing such activities, we will establish close cooperation with civil society institutions, in particular, public environmental associations, not only on a national scale, but also in specific regional conditions, and identify and eliminate shortcomings in legislation related to environmental pollution and public health protection.

We will fight fiercely against the illegal cutting of trees. It is necessary to take additional measures to ensure that all constructions in our cities are carried out in accordance with the current legislation.

In doing so, we will fully implement the norm of urban planning documents included in Article 49 of our Constitution that public discussion should be carried out in accordance with the procedure established by law.

Our country has more than 21 million hectares of pasture land, an essential resource for many industries such as cattle breeding, sericulture, and beekeeping.

Therefore, we will take measures to use the pasture land effectively. For this, first of all, we propose to develop a new version of the law “On Pastures”. In our opinion, many economic projects will be opened in this way.

Protecting the animals included in the “Red Book” in Uzbekistan will be our primary task in the future. Uzbekistan is rich in flora and fauna, and many species of plants and animals are gradually disappearing. Therefore, we will pay special attention to the work carried out in the field of nature protection.

In this regard, we consider improving the state management system urgent, especially in protected natural areas. We will further enhance the material and technical base of the Chotqol Biosphere Reserve, Zomin, Surkhan, Nurota, and Qizilqum State Reserves and the Lower Amudarya State Biosphere Reserve.

Therefore, we consider it essential to adopt legislation that defines the main directions of state policy in this area, allows for effective monitoring of the state of wild animals, and fully reflects the rights and obligations of hunters and hunting farms.

 

EIGHTH DIRECTION

WOMAN IS SACRED, AND FAMILY IS THE BASIS OF SOCIETY

 

The role of our women in the family is incomparable. After all, intelligent women, with their love, maintain a positive atmosphere in the family and balance in the whole society.

Ensuring equal rights of women and men in the process of building a fair society and legal state, increasing social and political activity of women, creating conditions for them to realize their abilities and opportunities in various fields and sectors, ensuring their rights and legal interests unconditionally, development and improvement of legislation on comprehensive support of motherhood and childhood are the priority of our activity.

We will pay special attention to ensuring women’s employment and improving working conditions, especially involving women in rural areas in family and private entrepreneurship and handicrafts.

We continue to strengthen the activity and role of women and increase the number of women’s representatives in all state governing bodies.

We will ensure strict enforcement of laws against domestic violence against women. We will develop and implement separate programs in this regard.

Special attention in our constitution is paid to the family institution. In particular, it is determined that the family is the main link of society. Under the protection of the community and the state, the state creates social, economic, legal, and other conditions for full family development. The state protects motherhood, fatherhood, and childhood. The Cabinet of Ministers of the Republic of Uzbekistan takes measures to support, strengthen and protect the family and preserve traditional family values.

This, in turn, requires revising and improving the concept of strengthening the family institution based on the new constitutional norms and newly adopted legal documents.

We will focus on creating effective mechanisms for strengthening and improving the spiritual and moral environment, equal rights, and fair treatment in families.

First of all, we will take measures to prevent family separation. We will develop national indices for strengthening the family institution and steps to improve Uzbekistan’s indicators in relevant international rankings.

We will develop and implement the “Healthy Family – Healthy Society 2030” program to sustainably ensure reproductive health and demographic development.

 

NINTH DIRECTION

WE WILL BUILD A HIGHLY SPIRITUAL SOCIETY

 

Any society can progress only if it has a solid spiritual foundation.

Justice and spirituality are interrelated, twin concepts. Where there is no spirituality, there is no justice.

We consider legal culture to be the basis of spirituality. Therefore, to raise legal consciousness and legal culture in society, we will introduce the system of inculcating the Constitution into the minds of young people from kindergarten.

We believe that to ensure the priority of spiritual education, the state must register and preserve all cultural, historical, and natural monuments and allocate funds for them.

We consider the process of building a just society and a just state in Uzbekistan, strengthening the unity of our creative people, educating young people in the spirit of loyalty to the motherland, formation of initiative, self-sacrifice, and moral qualities in them, creation of legal grounds for prevention of various destructive forces, spiritual threats, information attacks aimed at derailing the spiritual world of our people and youth as our primary goal.

 

TENTH DIRECTION

WE SUPPORT A PEACEFUL, FAIR, AND PROGRESSIVE FOREIGN POLICY

 

Article 18 of our Constitution stipulates that the Republic of Uzbekistan shall pursue a peaceful foreign policy aimed at the comprehensive development of bilateral and multilateral relations with states and international organizations.

Based on this progressive norm, we consider it an urgent task to further deepen the integration of Uzbekistan into the world community, strengthen mutually beneficial relations with foreign countries far and near, and further expand participation in the activities of international organizations.

In particular, we will continue to work on turning Central Asia into a stable, comprehensively developed, and dynamic region with good neighborly relations, deepening relations with neighboring countries in trade, economic, transport-communication, cultural-humanitarian, and scientific-technical spheres.

In short, the Central Asian region will remain the main priority of Uzbekistan’s foreign policy in the coming years. After all, the fate of our country is closely related to the future of neighboring countries in the region.

Based on the fundamental national interests of our country, we have set the goal of further strengthening mutually beneficial relations with near and far foreign countries.

We believe it is essential to cooperate with advanced developed countries in high technologies, modern innovations, and investments.

We also believe that one of our priority tasks is the development of mutually beneficial international cooperation in the implementation of social and humanitarian projects within the framework of the United Nations Sustainable Development Goals. We support the expansion of cooperation with the UN and its specialized institutions and active participation in the implementation of social programs.

We will accelerate the process of Uzbekistan’s joining the World Trade Organization. Because membership in the WTO allows us to accelerate structural changes in our national economy, increase its competitiveness, and establish stable trade relations with the Organization’s member countries.

In a word, we are in favor of intensifying work on ensuring peace and security in our country, with a deep understanding of the complex processes taking place in the world, conflicts, and confrontations observed in near and far regions.

Dear Congress participants!

The Program presented to you envisages the adoption of more than ten specific laws and about 150 proposals.

Our Election Program covers the interests of all segments of the population.

The purpose of meeting with you today is not only to introduce you to our election program, but also to exchange opinions and agree with you. We consider any idea and proposal expressed by you to be essential for us in implementing our goals.

At the end of my speech, I would like to emphasize that the ideas of our Election Program and their implementation will serve to:

Achieve a solid and just society through social solidarity,

Jointly build a legal state,

Ensure equal opportunities for all,

Achieve a fair wage, a decent life,

Provide everyone with a decent job,

Increase the quality of education, which guarantees a happy and prosperous future,

Transition to a healthy lifestyle, which is the basis of a healthy nation

And most importantly, it leads to building an equitable future!
