Extraordinary Congress of the Adolat Party of Uzbekistan

On May 29, 2023, Adolat, Social-Democratic Party of Uzbekistan, held an extraordinary congress. It was attended by members of the political council of the party, appointed as delegates on the basis of the decision of the 11th plenum of the party, members of the party faction in the Legislative Chamber of Oliy Majlis, members of the Central Control and Revision Commission, delegates elected at conferences of territorial party organizations, and invited deputies of local councils of people’s deputies, party activists, representatives of partner organizations and mass media.

The agenda included the nomination of a presidential candidate from Adolat Party and the pre-election program of the candidate for the presidency of the Republic of Uzbekistan.

Adolat Social Democratic Party, kicked-off its campaign in the elections as a political force aimed at strengthening the independence of the republic, building a just society, ensuring the rule of law, creating comfortable living conditions for our people, actively participating in the reforms in the socio-economic, judicial, cultural and educational spheres.

As a gentle reminder, the 11th Plenum of the Political Council of the Social Democratic Party of Uzbekistan Adolat, held on May 12 of this year, concluded with the decision to participate in the presidential elections.

During the Plenum, participants presented the information about the presidental candidate on behalf of the party and agreed to include the issue of candidate’s nomination in the discussion of the next congress of the party.

The participants reviewed the relevant documents submitted by the party at Central Election Commission. The Adolat was granted the right to participate in the elections. In accordance with Article 106 of the Constitution of the Republic of Uzbekistan, Articles 37 and 62 of the Electoral Code of the Republic of Uzbekistan, in detail the congress discussed the nomination of a presidential candidate of the Adolat Social-Democratic Party.

At the congress, the candidacy of Ms. Robakhon Makhmudova was brought to the attention of the delegates. Those who spoke on the issue supported the nomination and called all delegates to vote for the candidate.

Participants emphasized that the candidate nominated by the party has many years of experience in the judicial and legal sphere, holds respect among the people, and most importantly, that her work as a lawyer will have a positive impact on the implementation of party ideas in practice.

During her judicial activity, Ms. Robakhon Makhmudova has earned a reputation as a fair judge among the population for timely and fair resolution of citizens’ problems. Considering that the candidate has leadership knowledge and qualities, many years of experience in leadership positions, and most importantly, the Adolat party, as the first party in the history of our country to nominate a woman as a presidential candidate, remains committed to this approach in the upcoming elections, was supported by all delegates.

During the second issue of the congress agenda, Ms. Makhmudova, a presidential candidate on behalf of Adolat Social Democratic Party presented her goals, objectives and priorities of her election program to the congress participants.

In her election program, the candidate proposed a social-democratic model of building a just civil society, in which a legal democratic, social state and well-being for all would be ensured on the way to the progress of our Homeland.

The program recognizes that the individual, his rights, freedoms and legitimate interests are the highest values of the state and society, creating the necessary conditions for the comfortable life of every person in all aspects of society and the state, ensuring social justice and the rule of law, ensuring freedom, equality of opportunity, solidarity and social justice in Uzbekistan. Uzbekistan as a strong social state in which the principles of protection and responsibility prevail, where sharp stratification of people is not allowed, special attention is paid to such tasks and objectives as achieving the integration of the population into the ranks of developed countries with a high standard of living.

Besides, it is emphasized that the constitutional principle that the people are the only source of state power is a priority of state policy, which further enhances the role and importance of the institution of representative democracy, which is a vivid embodiment of people’s power, ensuring sustainable development of the country’s economy, implementation of innovative, intellectual potential of society and development of human capital, guarantee of well-being of every person. Special attention in the program is paid to peace, security, civil accord, strengthening of interethnic and inter-confessional tolerance, implementation of a comprehensive balanced, mutually beneficial and constructive foreign policy.

Ms. Robakhon Makhmudova’s election program consists of ten areas: building the country based on rule of law, establishing social justice, ensuring sustainable growth of the national economy, ensuring the sustainable development of science, innovation and education, improving public health, ensuring the sustainable development of society, increasing attention to the environmental issues, developing civil society, strengthening the role of women and family in society, building a highly spiritual society, conducting a peaceful, just and progressive foreign policy.

Candidate’s program also includes creation of new opportunities for human rights, passing laws with direct impact mechanisms.

In her election program Ms. Makhmudova put forward such proposals as the development of “Social State – 2030” program on social protection of citizens and business support in this direction, and adopting a law “On a guaranteed amount of medical care.”

The candidate’s program also included proposals for the area of agriculture. In particular, organizing science-based production, ensuring harmonization of science and practice, realization of the huge potential of the agricultural sector of Uzbekistan in the near future, expanding the scale of innovative development and state support of the rural economy, introduction of new insurance mechanisms and improvement of the legislative framework of the sector, including adoption of the law “On insurance of agricultural risks.”

Ms. Makhmudova’s pre-election program foresees such tasks as improving road infrastructure, which is the basis of industrial production and the national economy as a whole, introducing public control over the quality of work performed in the road industry, the wide use of the results of our research in this field and the creation of a system of incentives for scientists.

Nowadays, digital technologies play a significant role in the development of our state. Therefore, in her election program, the candidate noted that she believes it is necessary to develop a program “The concept of employment in the digital economy – 2030.”

While introducing her pre-election program, Ms. Robakhon Makhmudova highlighted the importance of small industrial zones, economic and industrial clusters in the increase of industrial potential of the country and consecutive development of territories, and also the necessity of adoption of the law “On small industrial zones” to further strengthen the organizational and legal framework of this sphere and to ensure transparency of income and expenditure of the state budget aimed at digitalizing all processes.

All questions from the election program of Ms. Makhmudova were discussed in detail by the congress participants and supported by the delegates.

The participants in the speeches expressed their position on the candidate’s pre-election program and drew attention to some issues.

In particular, the draft Health Code of the Republic of Uzbekistan clearly defines the basic principles of preserving the health of citizens and protecting human rights in the field of healthcare. It is important to pay consistent attention to such issues as ensuring the availability of medical care for all segments of the population, legislative consolidation of the status of medical workers, strengthening their social protection and preventing pressure on them. Proposals for further improvement of legislation in this area are indeed priority areas on which we must actively focus today.

Following the discussion, the proposal to nominate Ms. Robakhon Makhmudova and her election program was unanimously supported by the congress delegates. It was also noted that bringing the candidate’s election program to the general public is an important issue facing the party activists. Appropriate decisions were made on all issues on the agenda of the congress.
