Who is responsible for completing the unfinished work?

In 2014, Eco-Leader Plus LLC started construction of a multi-storey house in Karakamish 2, Chamanbog mahalla, Almazar district, Tashkent. By August 2016, construction had come to a complete halt. Recently, local residents appealed to the deputy of the Tashkent City Council of People's Deputies Luiza Hikmatova. When the reasons for the appeal were investigated, 57 citizens signed a contract with the above-mentioned construction company for the purchase of a multi-storey house in the area for an initial payment of 25-50%. According to the appeal, despite the fact that the doors and frames of the multi-storey building were not installed, gas, electricity, water, sewer pipes and wires were not laid, sidewalks and elevator shafts were not completed, the house was handed over to the state acceptance commission. The amount specified in the contract was paid in full by the applicants on time. They appealed to several relevant government agencies, but to no avail.
