THE PRE-ELECTION PROGRAM OF

CANDIDATE MAKMHUDOVA ROBAKHON ANVAROVNA

FOR THE PRESIDENCY OF THE REPUBLIC OF UZBEKISTAN

from the social-democratic party “Adolat”

 

INTRODUCTION

Our people, with great enthusiasm and confidence, voted in support of the new version of the Constitution of the Republic of Uzbekistan in the referendum held on April 30, 2023.

Of course, at the heart of this lies the great truth of life, the goal of building the new life that our nation dreams of. After all, any nation that is determined to build a just society, a democratic legal state, first of all, tries to reflect reforms aimed at welfare in its Constitution, putting human dignity, rights, and freedoms above all other values.

The current task is to implement the revised Constitution unconditionally and fully, to realize the priority principles established in it in harmony with the goals of development, to establish the activities of state bodies in new constitutional and legal conditions, and to ensure that citizens clearly feel the spirit of the People's Constitution in their lives.

In this regard, before the early election of the President of the Republic of Uzbekistan, the social-democratic party of Uzbekistan “Adolat,” which has its position and reputation in the political arena with its popular and vital ideas, offers a social-democratic model of building a democratic-legal, social state, and a just civil society with welfare for all in the path of the development of our country, and its main principles are as follows:

- to create the necessary conditions for the prosperous life of every person in all aspects of society and state life, to ensure social justice and the rule of law, recognizing that a person, his / her rights, freedoms and legal interests are the highest values of the state and society;

- to achieve the inclusion of Uzbekistan — as a strong social state dominated by the principles of freedom, equal opportunities, justice, solidarity, social protection and responsibility, where sharp stratification of people is not allowed — in the ranks of developed countries with a high standard of living of the population;

- to further increase the role and importance of the institution of representative democracy, which is a bright symbol of people's power, emphasizing that the constitutional principle that the power is in the hands of people is the priority direction of state policy;

- to ensure the stable economic development of the country, to realize the innovative and intellectual potential of society, and to develop human capital;

- to ensure peace and security, which is the guarantor of every human well-being, to strengthen civil harmony, inter-ethnic and inter-religious tolerance, to carry out a comprehensively balanced, mutually beneficial and constructive foreign policy.

Based on the aspirations and vital needs of our people, drawing proper conclusions from the lessons of the past, feeling the responsibility toward the future generation of our country, we put forward the following priority tasks.

I. TO BUILD A LEGAL STATE — OUR ULTIMATE GOAL

In the Constitution approved by our people, the rule that the Republic of Uzbekistan is a legal state was expressed for the first time. Norms related to guarantees of human rights have been increased by 3,5 times in our fundamental law.

This means that ensuring the rule of law in all areas must be our top priority. After all, when the rule of law prevails in a society, there is peace and order reigned, stable and sustainable development ensured, people's confidence in the state policy and the future strenthens, and citizens' sense of belonging to the fate of the Motherland increases.

In this regard, we strive to turn the principle of “The rule of law is an important condition for building a just society!” into an important rule of activity for every member of society, especially state officials.

For “Adolat” SDP, the highest value is human, his / her rights and freedoms!

Ensuring human rights and freedoms, respecting the dignity of every person is an integral feature of a free and fair society.

In order to reliably protect human rights and freedoms, we propose, first of all, to ensure the independence of the courts and to abolish the practice of providing information to the Councils of People’s Deputies by judges.

We are in favor of courts being a bastion of justice!

We will focus on increasing the number of judges, further expanding their specialization, including the creation of a specialized corps of judges on disputes related to family, labor, intellectual property, protection of minors’ rights.

Living based on the law must become our life-style. For this, first of all, we must ensure the rule of the Constitution and laws. In this regard, our Constitution provides for advanced legal mechanisms, and we believe that every employee entering the public service must be tested on the knowledge of the Constitution.

At the same time, we need to fundamentally change the stereotype of “avoiding” courts and law enforcement agencies. We must create a culture where no person who witnesses a crime should not ignore it, but should understand that it is an honorable civic duty to report it to the law enforcement agency.

For this purpose, we suggest and encourage a wide use of modern digital technologies, instead of bothering to call the person who witnessed the offense to the courts and investigative bodies.

In addition, we believe that it is necessary to change work methods of courts and law enforcement agencies, in particular, to eliminate some of the old approaches that are still preserved in their activities, to be more precise, to move from the idea of punishment to the ideas of justice, equality, and freedom.

It is known that the place and role of the institute of bar in ensuring and adequately protecting human rights is incomparable. Therefore, it is necessary to review the rights granted to lawyers in the provision of justice, to give them additional powers to effectively perform their professional duties.

Further steps must be taken toward the development of the institute of advocacy, the active role of the judge in the court process must be gradually reduced, and more emphasis has to be placed on the evaluation of the arguments presented between the parties.

We are following the path of wider implementation of modern information and communication technologies in the activities of the institute. In particular, we will take measures to further improve the electronic exchange of information between the institute of advocay, courts and law enforcement agencies, and other state bodies.

We also propose to end the practice of suspending notaries for minor mistakes, and to introduce a practice of imposing fines on notaries for first-time or non-gross mistakes.

Alongside with the people we must continue to fight for a corruption-free society. Our goal is to eliminate corruption in all areas of public administration, including the judiciary and law enforcement agencies, education and health care, construction and other areas.

We will take measures to create an environment and culture of intolerant attitude against corruption among the population, especially among the youth, inculcate the policy of “Clean hands” in the activities of state bodies and officials, and ensure the rule of law.

We support the introduction of a system in which the head of the executive authority, who is a member of the government, is primarily responsible for the effective and targeted use of the funds allocated to the area under his leadership.

Recognizing that the fight against corruption is not only the task of state bodies and law enforcement structures, but also the duty of the entire society, we will develop systematic measures aimed at forming a culture of absolute intolerance toward corruption in society and organize effective promotion to convey it to the general public.

We are in favor of opening new opportunities to ensure human rights.

We consider it is important to implement the following measures in order to further develop parliamentarism and parliamentary democracy:

  • to achieve adoption of all regulations imposing additional costs on business entities only through laws;
  • to adopt laws with directly working mechanisms, in this regard, to strengthen the work of parliamentary committees;
  • not to interfere in the work of business entities in the activities of the parliament, to demand issues related to them from the executive bodies;
  • it is necessary to introduce a procedure that stipulates that deputies must spend half of their working time with their constituents, so that they work together with the population;
  • to prohibit the chairman and deputy chairman of parliamentary committees from being from the same party.

“Adolat” SDP supports increasing the role of local Councils of People’s Deputies by strengthening parliamentary control over local executive authorities.

In this direction, in order to maintain administrative discipline in the state, regional, district, and city Councils of people’s deputies must have the right to express no confidence in governors.

We are in favor of a complete review and improvement of the legislative documents regulating the activities of local state authorities.

In order to ensure effective and rational use of local budget funds, we will promote initiatives to optimize the number of staff financed from these funds.

We are in favor of ensuring openness and transparency in public administration, introducing modern and effective methods of expanding citizen participation in it.

In this regard, it is of great importance to strengthen public control in order to follow the principles of law and humanity in all aspects of building a just society and a legal state. In organizing such control, the party works in close cooperation with the public and social organizations.

In the Article 20 of our Constitution, there has been specially strengthened as an important provision that the legal measures applied by state bodies against people must be based on the principle of proportionality and must be sufficient to achieve the goals stipulated by the laws.

We believe that this or that offense must be prevented not by increasing the amount of fine or other punishment, but by achieving the intended purpose of the punishment and its fair solution.

Our constitution stipulates that no one can be detained for more than 48 hours without a court order, and the rule that restrictions on freedom are allowed only on the basis of a court order has been strengthened.

The right of the accused not to testify against himself, that is, to “remain silent,” was specifically defined for the first time. The status of lawyers has been increased, and it has been emphasized that they have the same powers as investigators and prosecutors.

We consistently apply these progressive norms in our fundamental law to our lives. For this purpose, we will pay primary attention to improving the personnel capacity of the judiciary.

In this direction, first of all, we will try to increase the knowledge and skills of investigators, prosecutors, judges, lawyers, and increase the legal culture of the population.

II.  WE ENSURE SOCIAL JUSTICE AND SUSTAINABLE GROWTH OF OUR NATIONAL ECONOMY

Achieving social justice in all areas is important to us.

We support the principle of social justice of traditional social democracy and a strong welfare state policy that ensures the implementation of large-scale programs.

We are supporters of the priority of labor legislation, full provision of employee rights. We pay special attention to ensuring the employment of the population, creating new jobs, increasing the real income of the population.

According to our constitution, everyone has the right to housing. In order to ensure this constitutional provision, we will take measures to create additional opportunities for citizens who do not have the conditions to acquire housing with their own income.

We will create ample conditions for hired and seasonal workers earning in our country, and take measures to ensure that their work is appreciated and protected, that they receive a salary worthy their work, that they join their seniority and receive a decent pension in the future.

Article 46 of our Constitution stipulates that the amounts of pensions, allowances and other types of social assistance cannot be less than the officially defined minimum consumption expenses. We will take all necessary measures to fully implement this norm.

The issue of providing the population with clean drinking water will be always in the center of our attention. In this regard, we will take measures to dramatically increase the volume of investments in the sector.

We believe that it is necessary to ensure the social protection of citizens and to develop the “Social State 2030” program for support of business entities in this direction.

Our primary task is to develop legal mechanisms that ensure the fair distribution of income resulting from the economic activity of the state.

We are in favor of ensuring the same economic growth between regions, developing districts and cities at the same pace.

We will improve the system of providing subsidies and strengthen public control over their intended use. If it is used without purpose, the subsidy must be returned to the state.

We are in favor of preserving public property in social facilities and the most important strategic facilities, but the private sector must also be developed, giving citizens a choice. Only then will we ensure social justice.

It is no coincidence that in Article 67 of our Constitution, monopoly activities are regulated and limited by law. After all, the economy develops only in an environment of free competition.

We are in favor of improving customs and tax incentives, and giving incentives to specific sectors.

We will turn the contract between the customer and the supplier into a real legal instrument and put an end to the intervention of the authorities in this process. We will give priority to resolving any dispute with a court decision.

We will establish strict state control over product quality, improve standards, and apply increased penalties for actions aimed at producing low-quality products and artificially raising prices.

We will improve the activities of management companies in the field of housing and communal services.

We believe that the organization of agricultural production on a scientific basis, ensuring the mutual harmony of science and practice will give positive results in the near future in realizing the great potential of Uzbekistan in the agricultural sector, in innovative development of the rural economy, and in solving the problems of poverty.

Today, risks such as dramatic changes in weather, water shortage, and land salinization are increasing in the agricultural sector. This is becoming one of the biggest challenges of entrepreneurs and individuals working in agriculture.

Therefore, we are in favor of expanding the scope of state support in agriculture and implementing new insurance mechanisms. In this regard, we propose to improve the legal basis of the agricultural insurance system, including the adoption of the Law On Insurance of Agricultural Risks.

We will take measures to end the practice of holding businessmen responsible for using interest rates at commercial rates, that is, if they are not preferential.

We are in favor of the development of the industry!

Industry cannot exist without electricity. For this, we will take measures to use not only nuclear energy, but also alternative sources of electricity.

Our party has been promoting the use of alternative energy sources and resource-efficient technologies for many years. In our opinion, this process must be encouraged, and if necessary, alternative energy sources must be preferentially provided at the expense of the state to underserved population groups.

We pay primary attention to the improvement of the road infrastructure, which is the lifeblood of industrial production and the national economy in general, and to the repair of existing roads.

We will strengthen public control over the quality of works performed in the field of road construction. In this field, it is necessary to widely use the achievements of our scientific research, to encourage our scientists.

We will take comprehensive measures to modernize the economy taking into account human interests. In particular, we propose to develop the program “Ensuring employment of the population in the digital economy – 2030.”

Taking into account the importance of small industrial zones, economic and industrial clusters in increasing the country's industrial potential and consistent development of regions, we will try to further strengthen the organizational and legal basis of this sector. In this regard, the adoption of the law “On Small Industrial Zones” is particularly important.

We support the implementation of a fair and effective tax, and budget policy.

We are also in favor of introducing progressive taxes on the income of individuals in order to establish social equality.

We will implement the necessary measures to ensure the transparency of state budget revenues and expenses, as well as to digitize all processes.

 

III. SUSTAINABLE DEVELOPMENT OF SCIENCE, INNOVATIONS AND EDUCATION IS THE GUARANTEE OF OUR DEVELOPMENT

We will ensure the integral connection of science, education and production systems through the development of science and innovation.

We will take measures to increase the importance of education, science and innovation in building a just society and a legal state.

We support, encourage and create necessary conditions not only for scientists, but also inventions and inventors.

We will also take measures to protect intellectual property objects, strengthen state and public control over cases of copyright infringement, increase the number of specialists, such as engineers, technologists, agronomists and mechanists, who are the real locomotives of the economy, and increase their qualifications and retrain them.

We will further strengthen the economic potential of the country through consistently implementing the positive results of scientific research in areas such as medicine and healthcare, agriculture, food safety and biotechnology, hydrology and water problems, energy, alternative energy sources and resource-saving technologies, ecology and environmental protection.

Unfortunately, the level of commercialization of scientific and innovative developments in the real sector of the economy, cooperation between science, education and industry is still remaining relatively low.

Therefore, we will go through the path of speeding up innovative development in our country, wide application of innovations and technologies in all sectors of the economy, development of human capital, science and innovation.

Nowadays, in order to achieve the status of a developed country, it is significant to increase the level of knowledge of the population and to form their worldview at the required level.

Therefore, investing in education is an important factor in ensuring the well-being of the people and the competitiveness of the state.

We believe that measures must be taken to reduce existing queues in these organizations by expanding the coverage of children to preschool education organizations.

We need to strengthen public control of kindergartens. Considering the crucial importance of, particularly, pre-school and school education for the future of the country, we will organize the recruitment of staff to all kindergartens and schools on the basis of an open, transparent competition.

Article 52 of the revised Constitution stipulates that the state must protect the honor and dignity of teachers, take care of their social and material well-being, and professional growth.

For us, the reputation of a teacher is first of all the reputation of the nation, the whole people. Therefore, we will take organizational measures aimed at increasing the reputation of pedagogic staff and increasing their role in the life of society by setting a high status. For this purpose, we consider the adoption of the law on the teacher's status as a priority.

We will improve the current standards of education in schools based on the experience of advanced countries in the field of education and our national values.

We support consistent reform of school education based on international education programs.

We will take measures to expand access to higher education to everyone, regardless of their social status. We will guarantee that talented young people who live in rural areas, have excellent grades, left without parental care, and have low income, will receive higher education at the expense of the state.

In addition, starting from 2025, we will take measures to introduce the procedure of obtaining a national or international certificate of English language proficiency in order to get admitted the bachelor's program.

This will create a great chance for students to join world education and science without barriers.

In order to train highly qualified scientific personnel, we will reform the doctoral program, we will introduce courses on scientific research methods and writing scientific articles in the doctoral program, and we will introduce the requirement to publish the results of scientific research in reputable scientific bases to defend a dissertation.

 IV. POPULATION HEALTH IS A GREAT WEALTH, A GUARANTEE OF SUSTAINABLE DEVELOPMENT OF THE SOCIETY

We are committed to providing guaranteed medical services to the population, and continuing the wide implementation of modern technology and treatment methods.

We will further reform the medical field based on the world's most advanced healthcare systems (Taiwan, South Korea, Japan, France, Denmark, Israel, Germany, and others).

In particular, we are in favor of expanding the wide introduction of modern information and communication technologies in the field of medicine by developing the legal basis for the formation of the “smart medicine” system.

At the same time, we believe that it is necessary to further improve the draft “Health Code of the Republic of Uzbekistan,” coordinating the health care system in accordance with the principle of the welfare state, to pay special attention to the issues of compliance with human rights in the field of health care, ensuring that all layers of the population enjoy medical care.

In particular, we will take practical measures to transfer non-governmental medical organizations from commercial to non-commercial organizations. We support that medicine must not become a source of income.

We will define the status of medical staff by law and further improve our legislation in order to strengthen their social protection and prevent various pressures on them.

We propose to revise the centralized system of training in the field of medicine, to organize training in specialized centers and regions.

We will also focus on the issue of reproductive health, prevention of oncology, tuberculosis, diabetes and treatment at the expense of the state.

We will pay special attention to motherhood and childhood protection. We will improve the prevention of maternal and child deaths and birth defects.

We emphasize in popularization of a healthy lifestyle, development of physical education, and sports among the population, especially among the youth as a primary task.

It is important to create the necessary conditions for playing sports in the territory of each community.

We support the improvement of the list of medical services and medicines provided at the expense of the state, the development of social pharmacies, and the expansion of treatment of serious diseases at the expense of the state.

We are all concerned that the push for patients to buy excessive amounts of medicine due to collusion between pharmaceuticals and medical professionals has reached its peak.

Unfortunately, Uzbekistan has become one of the world leaders in the consumption of antibiotics. Many activities in medical institutions are openly sponsored by pharmaceutical organizations. It's time to put an end to this. The nation's health and gene pool depend on these issues.

Such relations in the field of medicine must be evaluated as direct corruption. Illegal communication between doctors and pharmacists must be completely prohibited, punishment for such communication and gifts must be inevitable, new drugs and treatment methods must be explained only by the ministry. In general, we are in favor of establishing a special procedure for public procurement in the field of medicine.

By doing so, we believe that by further improving the single electronic database of medicines, it will be possible to put an end to the illegal circulation of medicines, secret agreements between pharmaceutical and medical workers, and unjustified increase in the price of medicines.

Another priority goals in the health sector we set is to raise the quality of medical services in rural areas and in the education system to a new level.

 V. CIVIL SOCIETY — THE BASIS OF DEMOCRATIC DEVELOPMENT

The task of ensuring social stability in Uzbekistan requires unifying the efforts of state, government, business and civil society institutions – public associations, political parties, mass media, citizens’ self-government bodies.

We are in favor of carrying out the examination of social development programs with the participation of the general public, and first of all, taking measures to strengthen public control at the level of districts and cities.

At the same time, we support socially significant civil initiatives, create more favorable conditions for the activities of non-governmental non-profit organizations and strengthen sponsorship activities.

The active participation of non-governmental non-profit organizations in solving problems in the fields of health care, education, environmental protection will be in the center of our constant attention.

We support the development of the system of self-governing bodies, including neighborhoods, for the development of civil society, spiritual growth and material well-being of the population.

We support to transfer a number of state powers to the neighborhood. In this regard, we will further improve the legal basis of the neighborhood system.

One of our important tasks is to further expand the necessary conditions for the independence and freedom of the mass media and the free activity of journalists.

To increase the activiness of the mass media in ensuring the openness and transparency of the ongoing socio-political and economic reforms, to strengthen public control over the activities of state authorities and management bodies, to strengthen its role in ensuring consistent communication between the authorities and the public, to update the material and technical base, to modernize it technologically, to enhance the prestige of the journalistic profession, material and moral stimulation of the work of industry employees will be in the center of our constant attention.

It is known that according to the Constitution Uzbekistan has been declared a secular state. We will follow the path of full implementation of this constitutional principle in practice.

Notably, the representatives of different nationalities, ethnics, cultures and religions have been living peacefully on our ancient and generous land for many centuries. During the years of independence, important legal documents aimed at ensuring the cultural and religious identity of all citizens, preservation and development of various cultures and languages were adopted in our country. A unique model has been created that allows maintaining relations of inter-ethnic harmony and religious tolerance.

We will continue to pay great attention to issues of strengthening inter-ethnic harmony and religious tolerance. Our goal is to jointly preserve and develop the diversity of different nationalities and peoples who have been living side by side in our country for centuries.

After all, strengthening of peace and stability, stable development and successful implementation of changes in the political, socio-economic and humanitarian spheres is an important factor in increasing the prestige of our country in the international arena.

The Constitution of the Republic of Uzbekistan includes a separate chapter dedicated to civil society institutions. At the same time, in our current legislation, the legal documents regulating the activities of civil society institutions are separate and scattered, and one of the important tasks is to improve the current norms on the basis of new constitutional provisions and to further strengthen the guarantees of the activities of civil society institutions.

In this regard, we pay special attention to the issues of improving legal documents regulating relations in the field of civil society institutions, further strengthening the guarantees of their activities, state support, and improving the legal mechanisms for the development of mutually beneficial cooperation between the state and civil society institutions.

VI. ECOLOGY — WE PROTECT THE WORLD AROUND US!

When solving environmental problems, we focus our efforts primarily on the economic aspects of these problems. It will not be appropriate to impose all environmental problems and related issues of protection of citizens' health only on the state budget. We are supporters of the principle Environmental polluter must pay compensation.

While implementing such activities, we establish close cooperation with institutions of civil society, in particular, environmental public associations, not only on a national scale, but also in specific regional conditions, to identify and eliminate shortcomings in legislation related to environmental pollution, public health protection.

We will fight fiercely against illegal cutting of trees. It is necessary to take additional measures to ensure that all constructions in our cities are carried out in accordance with the current legislation.

In doing so, we will fully implement the norm included in Article 49 of our Constitution that urban planning documents must be carried out public discussion in accordance with the procedure established by law.

There are more than 21 million hectares of pasture lands in our country, which are an important resource for many industries such as cattle breeding, sericulture, and beekeeping.

Therefore, we will take measures to use the pasture land effectively. For this, first of all, we propose to develop a new version of the law “On Pastures. We believe it can serve as a foundation for many economic projects.

Protecting the animals included in the “Red Data Book” in Uzbekistan will be our primary task in the future. Uzbekistan is a country with a very rich world of flora and fauna, and a number of species of plants and animals are gradually disappearing, therefore, we pay special attention to the work carried out in the field of nature protection.

In this regard, we consider it an urgent task to improve the state management system, especially in the field of protected natural areas. We will further improve the material and technical base of the Chotkal Biosphere, Zomin, Surkhan, Nurota and Kyzylkum State Reserves, as well as the Lower Amudarya State Biosphere Reserve.

Therefore, we consider it an important task to adopt legislation that defines the main directions of state policy in this area, allows for effective monitoring of the state of wild animals, and fully reflects the rights and obligations of hunters and hunting farms.

 VII. WOMAN IS SACRED, FAMILY IS THE BASIS OF SOCIETY

The role of our women in the family is incomparable. After all, women with their love maintain a positive atmosphere in the family, as well as balance in the whole society.

In the process of building a just society and a legal state, ensuring equal rights of women and men, increasing activeness of women in social and political sphere, creating conditions to realize their abilities and opportunities in various fields and industries, unconditionally ensuring their rights and legal interests, development and improvement of legislation on comprehensive support of motherhood, fatherhood and childhood is the priority direction of our activity.

We will pay special attention to ensuring women's employment, improving working conditions, and especially involving women in rural areas in family and private entrepreneurship, handicrafts.

We continue increasing the activeness and role of women and increase the number of women's representatives in all levels of state power and management bodies.

We will ensure strict enforcement of laws against domestic violence against women. We will develop and implement specific programs in this regard.

Our constitution pays special attention to the institution of family. In particular, it spitulates the fact that the family is the main link of society and under the protection of society and the state, the state creates social, economic, legal and other conditions for the full development of the family, that motherhood, fatherhood and childhood are protected by the state, the Cabinet of Ministers of the Republic of Uzbekistan takes measures to support and strengthen the family, to protect and preserve traditional family values.

Based on these vital constitutional norms, we propose the adoption of the law “On state protection of motherhood, fatherhood and childhood.

This, in its turn, requires a review and improvement of the strengthening of the family institution on the basis of new constitutional norms.

We focus on creating effective mechanisms for strengthening and improving the equal rights and fair treatment, moral-ethic environment in families.

First of all, we will take measures to prevent divorces. We will develop national indices on strengthening the family institution.

In order to sustainably ensure reproductive health and demographic development, we will develop and implement the “Healthy Family Healthy Society 2030” program.

 

VIII. WE BUILD A SOCIETY WITH HIGH SPIRITUALITY

Any society can progress only if it has a strong spiritual foundation.

Justice and spirituality are interrelated, twin concepts. There is no justice in a society with no spirituality.

We consider legal culture to be the basis of spirituality, therefore, in order to raise legal consciousness and legal culture in the society, we introduce the system of inculcating the Constitution into the minds of young people starting from kindergarten.

We believe that in order to ensure the priority of spiritual education, the state must register and preserve all cultural, historical and natural monuments, and allocate funds for them.

We consider it our main goal to create legal foundations of the processes of building a just society and state in Uzbekistan, strengthening the unity of our creative people, educating young people in the spirit of loyalty to the motherland, forming initiative, dedication, moral qualities of them, preventing various destructive forces, moral threats, and information attacks aimed at derailing the spiritual world of our people and young people.

 IX. WE SUPPORT PEACEFUL, FAIR AND PROGRESSIVE FOREIGN POLICY

Article 18 of our Constitution stipulates that the Republic of Uzbekistan implements a foreign policy aimed at the comprehensive development of bilateral and multilateral relations with foreign countries and international organizations.

Based on this progressive norm, we consider it an urgent task to further deepen the integration of Uzbekistan into the world community, strengthen mutually beneficial relations with foreign countries far and near, and further expand participation of the country in the activities of international organizations.

In particular, we will continue to work on turning Central Asia into a stable, comprehensively developed and dynamic region with good neighborly relations, deepening relations with neighboring countries in the trade, economic, transport-communication, cultural-humanitarian, scientific-technical spheres.

In short, the Central Asian region will remain the main priority of Uzbekistan’s foreign policy in the coming years. After all, the fate of our country is closely related to the fate of neighboring countries in the region.

Based on the basic national interests of our country, we have set ourselves the goal of further strengthening mutually beneficial relations with near and far foreign countries.

We believe that it is especially important to cooperate with advanced developed countries in the field of high technologies, modern innovations, and investments.

We also believe that one of our priority tasks is the development of mutually beneficial international cooperation in the implementation of social and humanitarian projects within the framework of the UN Sustainable Development Program. We support the expansion of cooperation with the UN and its specialized institutions and active participation in the implementation of social programs.

We will accelerate our country's membership in the World Trade Organization. The reason why is that membership in the WTO allows us to accelerate structural changes in our national economy, increase its competitiveness, and establish stable trade relations with the Organization's member countries.

Shortly speaking, we are in favor of intensifying work on ensuring peace and security in our country, with a deep understanding of the complex processes taking place in the world, conflicts and collisions observed in near and far regions.

The candidate of “Adolat” SDP has set for herself the noble and virtuous goals and tasks mentioned above. They are aimed at ensuring the effectiveness of social reforms, establishing a decent and prosperous life for our hadr-working people, achieving stability and the priority of social justice while building a fair society and a legal state in our country.

Establishing social justice in life, of course, depends on many factors. With the active participation and enthusiasm of the voters, we will be able to implement them in our country in the next 7 years.

We believe that such ambitious goals of the party will be supported by the voters!

If the candidate nominated by our party is supported in the election, we will mobilize all our efforts for the peaceful and prosperous life of our dear compatriots, to realize the set tasks!

Uzbekistan is our common home. Therefore, every citizen has the right to live in freedom and justice, peace and prosperity!

We will build a just society and a legal state all together!
